解决数据库Bug:RVWR TERMINATES INSTANCE IF FRA IS FULL

1、数据库版本
Oralce 12c 12.1.0.2
当遇到FRA空间耗尽的时候，数据库会自动关闭闪回。实例不会down掉。这个BUG已经解决掉了。
