R1:  
ipv6 unicast-routing                                ===========开启ipv6

ip route 192.168.23.0 255.255.255.0 192.168.12.2    ============配置静态路由

R2:

ip address 192.168.23.2 255.255.255.0

R3:

ipv6 unicast-routing                            ===============开启ipv6  
interface FastEthernet0/1

ipv6 address 2014:2014::3/64

ip route 192.168.12.0 255.255.255.0 192.168.23.2  =============配置静态路由

测试:

R1#ping 192.168.23.3

tunnel source 192.168.12.1    
tunnel destination 192.168.23.3

测试:
